Process serving sounds straightforward — until the subject will not answer the door, has moved without a forwarding address, or is actively evading service. At Supreme Investigations, we handle standard assignments cleanly and efficiently, and we specialize in the difficult ones. Our experience includes serving a former Mayor of Chicago, physicians, attorneys, celebrities, and other high-profile individuals — at secured locations, gated facilities, and in the presence of personal security details. High-profile assignments are priced by scope. When a subject has been avoiding service for weeks or months, we bring the investigative resources to get it done properly under Illinois law. Supreme Investigations is a licensed Illinois private detective agency (#117.001922, #115.002750), and Robin Valenzuela handles every engagement directly across Chicago, Cook County, DuPage County, Naperville, Schaumburg, and all of Chicagoland.
Service Options
Standard Service — $225
Standard service includes up to three attempts at a confirmed address within the Chicago metro area, photo documentation of each attempt, and a proof of service or non-service affidavit formatted for Illinois court filing. It is a flat rate with no add-ons.
Hard-to-Serve — $650
This tier is for subjects who know they are being served and are actively evading contact. It includes a six-hour dedicated field window for accessing rear stairwells, conducting covert surveillance, canvassing neighbors, and applying 15 years of investigative experience to intercept the subject the moment they emerge. Attempts are photo-documented, and a written report and affidavit of service are included.
Locate Before Service
When the subject's address is unknown or unconfirmed, we conduct a skip trace first — identifying and verifying the current address through lawful database research and field verification before any service attempt is made. This eliminates wasted attempts at outdated addresses.
Surveillance-Assisted Service
When a subject is actively avoiding service, we combine covert surveillance with active service attempts — positioning the process server to intercept the subject at the moment of emergence rather than waiting at a door that will never open.
High-Profile & Complex Service Experience
Not all process service assignments are created equal. Some subjects hold positions that insulate them from standard service attempts — elected officials, medical professionals, attorneys, executives, celebrities, and public figures with security staff or restricted access environments. We have served individuals at this level, including a former Mayor of Chicago, navigating secured government buildings, restricted parking facilities, and personal security details to complete service lawfully and without incident.
High-profile and complex access assignments are priced by scope — the location, security environment, and logistical requirements of each assignment determine the approach and the rate. Call us directly to discuss. We approach these assignments with the same discretion and legal compliance as any other, and with the experience to execute them correctly the first time.
What Makes a Hard-to-Serve Subject Different
A subject who does not answer the door is a standard service problem. A subject who is aware they are being served — and is actively taking steps to avoid it — is a different situation entirely. They may screen the door using cameras, rely on neighbors to signal unfamiliar visitors, refuse to exit common areas, or simply wait you out. That is where investigative experience changes the outcome.
How We Approach Hard-to-Serve Assignments
01
Preliminary Research Before Deployment
Before any field work begins, we conduct background research on the subject — verifying the current address, identifying registered vehicles through Illinois Secretary of State records, reviewing publicly available social media for schedule patterns and location indicators, and confirming the subject is actively associated with the address. We arrive on site knowing exactly what we are looking for.
02
Covert Field Positioning
Evasive subjects rarely exit through the front door when they are watching for a process server. We access rear stairwells, secondary exits, parking structures, and building common areas — establishing covert positions that give us visibility without alerting the subject. Fifteen years of surveillance experience informs every positioning decision.
03
Neighborhood Canvassing
When appropriate, we speak with neighbors, building staff, or nearby businesses to confirm the subject's presence, routine, and recent activity at the address. Canvassing often surfaces information that changes the approach — a different entry point, a known daily schedule, or confirmation that the subject has not been present recently.
04
Patience & Tactical Timing
A subject avoiding service may only present for a brief moment — leaving for work, checking the mail, or stepping outside. With surveillance experience, we recognize those moments and move immediately. Service is frequently completed in situations where multiple prior attempts by others have failed — because timing and positioning are the difference.
05
Photo Documentation of Service
Every hard-to-serve assignment is conducted with photo documentation equipment. In the event a subject attempts to dispute the legality of service — claiming they were not present, were not properly identified, or were not served in a legally compliant manner — we have the photographic record to refute it. Most reports include photographs of the subject at the moment of service.
06
Detailed Report & Certificate of Service
Upon completion, we produce a detailed written report documenting every step of the assignment — the preliminary research, field activity, service attempt circumstances, and outcome. A certificate of service or affidavit of service is provided where applicable, formatted for direct use in Cook County, DuPage County, and other Illinois court filings under 735 ILCS 5/2-202.

Frequently Asked Questions
Who can legally serve process in Illinois?
Under 735 ILCS 5/2-202, process may be served by a sheriff, a licensed private detective, a licensed private detective agency or their registered employees, or a person over 18 appointed by the court. Using a licensed Illinois private investigator ensures service is performed correctly, documented professionally, and that the proof of service affidavit is formatted for Cook County and DuPage County court filings — reducing the risk of dismissal or delay due to improper service.
What is included in the $225 standard rate?
The $225 flat rate includes up to three service attempts at a confirmed address within the Chicago metropolitan area, photo documentation of each attempt, status updates throughout, and a signed proof of service or non-service affidavit upon completion. There are no mileage charges, fuel fees, or admin charges; that rate is the total.
What happens if the subject cannot be served?
If service cannot be completed within the standard engagement, we provide a non-service affidavit documenting all attempts made — the date, time, location, and circumstances of each effort. This documentation supports substitute service motions and court filings related to service of process. We also discuss whether a skip trace or hard-to-serve engagement is appropriate as a next step.
Can you serve someone who has moved or is hiding?
Yes. When a subject's address is outdated or unknown, we conduct a skip trace locate first — identifying the current address through lawful database research and field verification. Once confirmed, service is attempted at the correct location. For subjects who are actively avoiding service, the hard-to-serve engagement combines surveillance with active service attempts during a six-hour window.
Do you work with law firms and attorneys?
Yes. We regularly handle process service for family law, civil litigation, real estate, eviction, and collections attorneys across Cook County, DuPage County, and Chicagoland. Attorneys receive direct communication throughout, court-formatted proof of service affidavits, and same-day or rush scheduling when needed. Contact us directly to set up a working relationship.
